Consideration of the 2026 State Budget Postponed to Second Reading

On 18 November 2025, the Verkhovna Rada of Ukraine was scheduled to consider in the second reading the draft Law “On the State Budget of Ukraine for 2026.”

However, the consideration of this draft law in the second reading and as a whole has been postponed to 2 December.

The Association reminds that, pursuant to the Law of Ukraine “On the Rules of Procedure of the Verkhovna Rada of Ukraine”:

– consideration of the draft law on the State Budget of Ukraine for the following year in the second reading must be completed no later than 20 November of the year preceding the planned one (Part 4 of Article 158);

– the Law on the State Budget of Ukraine must be adopted by the Verkhovna Rada no later than 1 December of the year preceding the planned one (Part 6 of Article 159).
