Construction company “Avtostrada” suspends all operations
LLC “Avtostrada Group of Companies”, one of the largest road and infrastructure companies in Ukraine, is suspending work at all projects financed by the state.
This was announced on Facebook by Maksym Shkil, the owner of Avtostrada.
The decision is related to difficulties in securing international financing. Due to these issues, the Ministry of Finance of Ukraine has postponed until December the capital expenditures that had been planned for September–November this year.
The funding shortfall arose because the Ukrainian authorities did not fulfil their obligations under international financial assistance programmes on time.
For example, the Verkhovna Rada of Ukraine was expected to adopt in full by the end of August a draft law abolishing the duty-free import exemption for international parcels in order to receive an EU tranche in mid-September.
However, the draft law was adopted in mid-September, meaning that, at best, the funds will arrive at the end of October — two months later than planned. These funds had already been included in the planned expenditures.
For 2026, Ukraine was expected to receive USD 50.8 billion in international financing. However, due to delays in meeting the relevant requirements, Ukraine has received only around USD 21 billion. This means that most of the financing planned in the state budget has not yet been received.
