Government Decisions in the Field of Road Construction

  1. By Resolution No. 335 dated March 16, 2026, the Cabinet of Ministers of Ukraine approved the Procedure for the Use of Funds Allocated in the State Budget for the Development and Maintenance of Public Roads in 2026.

This Procedure defines the mechanism for the use of funds provided under state budget program 3111020 “Development and Maintenance of Public Roads” in 2026, including:

– funds of the general fund of the state budget;
– funds of the special fund of the state budget, formed from a multi-donor trust fund grant aimed at supporting, restoring, rebuilding, and reforming Ukraine.

The allocation of funds by areas of use for the development and maintenance of public roads in 2026 is set out in Annex 1 to the Procedure.

The list of projects and measures related to the development of border crossing points under the European Union’s Connecting Europe Facility (CEF) program, as well as projects implemented with the involvement of state borrowings in accordance with the Procedure approved by Resolution of the Cabinet of Ministers of Ukraine No. 790 dated July 28, 2023, including the amounts of their co-financing from the state budget in 2026, is provided in Annex 2 to the Procedure.

The list of measures for the repair and maintenance of road border crossing points and the amounts of budget funding allocated for their implementation from the state budget for 2026 are set out in Annex 3 to the Procedure.

The main administrator of budget funds and the responsible executor of the budget program is the State Agency for Restoration and Infrastructure Development of Ukraine.

  1. By Order No. 233-r dated March 16, 2026, the Cabinet of Ministers of Ukraine:
  1. allocated UAH 3 billion to the State Agency for Restoration and Infrastructure Development for the implementation of measures aimed at preventing emergency situations of a technogenic nature, including current repairs and operational maintenance of damaged public roads of national importance with high traffic intensity, with allocation by region in accordance with the annex to the original document (as noted by the Association: the detailed distribution by recipient and amount is not publicly disclosed);
  2. instructed the State Agency for Restoration and Infrastructure Development to:

– approve, within three days and in coordination with the Ministry for Communities and Territories Development, the list of public roads of national importance with high traffic intensity where the above measures will be implemented;

– urgently commence, by April 1, 2026, current repairs of public roads of national importance in accordance with the approved list of expenditures.
