In the central bodies of legislative and executive power
● The President of Ukraine, by his Decree No. 469/2024 dated 23 July 2024 extended the martial law in Ukraine from 12 August 2024 for a period of 90 days (until 9 November 2024 included).
This Decree was approved by the Law of Ukraine dated 23 July 2024 No. 3891-IX ‘On Approval of the Decree of the President of Ukraine “On Extension of the Martial Law in Ukraine”.
● The Cabinet of Ministers of Ukraine at its meeting on 18 July 2024 approved the draft law of Ukraine ‘On Amendments to the Tax Code of Ukraine and Other Laws of Ukraine on Peculiarities of Taxation during the Period of Martial Law’ and submitted it to the Parliament of Ukraine for consideration (Reg. No. 11416 dated 18 July 2024).
The draft law provides, in particular, the increase of the military duty rate for individuals from 1.5% to 5.0%; introduction of a military duty for legal entities under the general and simplified taxation system of 1% of income; payment of a military duty of 5% of the cost of mobile services by mobile operators, etc.
● The Ministry of Environmental Protection and Natural Resources of Ukraine has developed a draft law ‘On Amendments to the Law of the Ministry of Environmental Protection and Natural Resources of Ukraine dated 14 March 2016 No. 97’, which provides, in particular, for amendments to the Instruction on Completion of Reporting Form No. 5-ГР (Solid Combustible, Metal and Non-Metal Minerals) /Annual/ ‘Reporting Balance of Mineral Reserves for 20__’, approved by the Order of the Ministry of Environmental Protection and Natural Resources of Ukraine dated 14 March 2016. No. 97 and registered with the Ministry of Justice of Ukraine on 30 May 2016 under No. 789/28919.
● The State Service of Geology and Subsoil of Ukraine, by its Order No. 342 dated 25 July 2024, entrusted the Department of State Geological Control with the task of conducting scheduled inspections of subsoil users in August 2024, involving scientists and specialists, employees of central and local executive authorities, local self-government bodies, enterprises, institutions and organisations, including those under the management of the State Service of Geology and Subsoil of Ukraine, in accordance with the established procedure.
The list of subsoil users subject to state geological control in August 2024 includes several aggregates enterprises located in Zakarpattia, Kirovohrad, Poltava, Rivne (including Ivano-Dolynskyi Special Quarry) and Khmelnytskyi regions.
