In the Legislative and Executive Authorities
● People’s Deputy of Ukraine O. M. Yurchenko (Committee of the Verkhovna Rada of Ukraine on Energy and Housing and Communal Services) submitted to the Verkhovna Rada of Ukraine a draft Law “On Amendments to the Labour Code of Ukraine Regarding the Staff Schedule of an Enterprise as a Guarantee of Protection Against Unlawful Dismissal of an Employee” (Reg. No. 14343 dated 30 December 2025).
Taking into account that, following the repeal of the Commercial Code, there is currently no legislative regulation in Ukraine governing the approval of an enterprise’s staff schedule, the draft law proposes to supplement Article 36 of the Labour Code of Ukraine with a new paragraph stipulating that an enterprise independently determines its organisational structure, establishes the number of employees, and approves its staff schedule.
● Cabinet of Ministers of Ukraine:
- By Resolution dated 29 December 2025 No. 1757, amended the Scheme for the Direction and Coordination of the Activities of Central Executive Authorities by the Cabinet of Ministers of Ukraine through the relevant members of the Cabinet of Ministers of Ukraine, approved by Resolution of the Cabinet of Ministers of Ukraine dated 10 September 2014 No. 442 “On Optimisation of the System of Central Executive Authorities”, pursuant to which the activities of the National Agency of Ukraine for the Identification, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) are placed under the coordination of the Prime Minister of Ukraine.
- By Order dated 29 December 2025 No. 1518-r, approved the composition of the Management Board of the Joint-Stock Company “Ukrainian Railways”:
- Oleksandr Semenovych Pertsovskyi — Chairman of the Management Board
- Lidiia Volodymyrivna Hrytsenko — Member of the Management Board
- Mykola Ivanovych Ivaniniv — Member of the Management Board

● State Service of Geology and Subsoil of Ukraine, by Order dated 29 December 2025 No. 476, approved the Indicative Plan for Public Consultations for 2026, consisting of 10 items and including, inter alia, the following issues or draft regulatory legal acts:
- February 2026 — public report of the Head of the State Service of Geology and Subsoil of Ukraine on the results of its activities in 2025;
- March 2026 — draft Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Criteria for Assessing the Degree of Risk from Economic Activities in the Field of Geological Exploration and Rational Use of Subsoil and for Determining the Frequency of Planned State Supervision (Control) Measures by the State Service of Geology and Subsoil”;
- August 2026 — draft Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Procedure for Conducting an Auction (Electronic Bidding) for the Sale of Special Permits for Subsoil Use”;
- Throughout 2026 — public discussion of draft regulatory legal acts;
- Throughout 2026 — issuance of special permits for subsoil use, their sale at auctions (electronic bidding), procedures for extension of validity periods, and amendments to permits; registration of Form 3-GR; entry of data on artesian and oil and gas wells; and submission of annual reports under Forms 5-GR, 6-GR, and 7-GR;
- December 2026 — discussion of the indicative plan for public consultations for 2027.
