On the List of “Dormant” Subsoil Use Permits

At the request of NADRA.INFO news agency, the State Service of Geology and Subsoil of Ukraine provided a list of subsoil use permits (the “List”) as of March 26, 2025. These are permits issued prior to the second quarter of 2015, under which the permit holders have extracted less than 1% of the mineral reserves approved in the balance sheets.

The full List is available on the NADRA.INFO website https://nadra.info/ in the “News” section (publication dated May 15, 2025).

At the same time, the Association has requested that the State Service of Geology and Subsoil of Ukraine publish this List on its official website in the near future.

The Association also recalls (see the “News” section, dated May 5, 2025) that during the Government Q&A Hour in the Verkhovna Rada of Ukraine on May 2, 2025, the Minister of Environmental Protection and Natural Resources of Ukraine, S.V. Hrynchuk, announced that the State Service of Geology and Subsoil had already completed a review of all issued subsoil use permits. This review resulted in lists of permits where no extraction has been initiated in the last 10 years or the extraction volume remains below 1%. The next step will involve unscheduled inspections, based on which decisions will be made in accordance with current legislation.
