On the Meeting of the Parliamentary Committee on Transport and Infrastructure

On 15 August 2024, a meeting of the Parliamentary Committee on Transport and Infrastructure (the ‘Committee’) was held to consider five issues, including the following:

1. Finalisation of the new version of the Draft Law of Ukraine ‘On Railway Transport of Ukraine’.

The Association is constantly engaged in the issue of reforming the railway transport of Ukraine, in particular in terms of establishing the National Commission for State Regulation of Transport.

In February 2022, March 2023 and May 2024, the Committee informed the Association about the progress of consideration and adoption of legislative acts in the transport sphere of Ukraine.

In its last letter (May 2024), the Committee informed the Association, in particular, that ‘in the near future, the registration of this draft law (from the Association – meaning the draft Law of Ukraine “On Railway Transport of Ukraine”) in the Verkhovna Rada of Ukraine is expected’.

However, the following decision was made at the meeting of the Committee: ‘In order to properly and thoroughly study the provisions of the new version of the Law of Ukraine ‘On Railway Transport of Ukraine’, including the issue of financial and organisational separation of JSC ‘Ukrzaliznytsia’, to apply to JSC ‘Ukrzaliznytsia’ to submit the annual report of the joint-stock company ‘Ukrainian Railways’ for 2023, which includes the consolidated financial statements of the said company for 2023 and the results of financial and economic activities of the joint-stock company ‘Ukrainian Railways’ for 2023 approved by the Cabinet of Ministers.

Based on this, the issue of submitting the draft Law of Ukraine ‘On Railway Transport of Ukraine’ for registration to the Verkhovna Rada of Ukraine is very, very delayed and is not about ‘’near future‘’.

2. Proposals of the Committee to the draft agenda of the twelfth session of the Parliament of Ukraine of the ninth convocation.

At the meeting, the Committee decided to approve the list of draft laws proposed to be included in the draft agenda of the twelfth session of the Verkhovna Rada of Ukraine of the ninth convocation and to provide information to the Secretariat of the Verkhovna Rada of Ukraine.

The Committee’s proposals include 11 issues that have already been prepared (there is a relevant conclusion of the Committee) for consideration at plenary meetings, and 25 issues that the Committee is entrusted with preparing and finalising for consideration at the session.

3. The Committee’s work plan for the twelfth session of the Verkhovna Rada of Ukraine of the ninth convocation (September 2024 – January 2025).

At the meeting, the Committee decided to approve the Committee’s Work Plan for the Twelfth Session of the Verkhovna Rada of Ukraine of the Ninth Convocation (September 2024 – January 2025) and to provide information to the Secretariat of the Verkhovna Rada of Ukraine.

The Committee’s work plan includes, inter alia, preparation of 36 draft legislative acts for consideration by the Verkhovna Rada of Ukraine (for which the Committee is the lead agency); 216 draft laws to be considered by the Committee and submit its proposals; three issues to be considered at the Committee’s offsite meetings; 15 issues to be considered by the Committee in the course of monitoring the implementation of laws of Ukraine, resolutions of the Verkhovna Rada of Ukraine, its own decisions, etc.
