On the Plan for Implementation of Comprehensive State Supervision (Control) Measures for 2025

he State Regulatory Service of Ukraine, by its Order No. 257 dated 14 November 2024, approved the Plan for Implementation of Comprehensive State Supervision (Control) Measures for 2025 (the ‘Plan’).

The Plan includes 32037 business entities from various industries and different forms of ownership, including many crushed stone companies, in particular, PrJSC Ivanivsky Specialised Quarry (Vinnytsia region), Rybalsky Quarry LLC (Dnipropetrovska oblast), Trud LLC (Zhytomyrska oblast), Zaporizhzhia Quarry Management and Mokriansky Stone Quarry No. 3 LLC (Zaporizhzhia oblast), Bilotserkivsky Quarry ALC and Sipan LLC (Kyivska oblast), JSC Gaivoronsky Specialised Quarry and PrJSC Kirovogradgranit (Kirovograd region), PrJSC Mykytivsky Granite Quarry (Mykolaiv region), JSC Kremenchuk Quarry Management Quartz (Poltava region), PrJSC Ivano-Dolynsky Specialised Quarry, PrJSC Tomashgorod Crushed Stone Plant, PrJSC Rafalivskyi Quarry and LLC Technobud (Rivne region), LLC Horodnytsia Quarry (Ternopil region), PrJSC Malobuzukivskyi Granite Quarry and LLC Talnivskyi Crushed Stone Plant (Cherkasy region), etc.

These enterprises will be inspected, as a rule, for compliance with the legislation in the areas of geological exploration and rational use of subsoil (State Service of Geology and Subsoil of Ukraine), land use and protection (State Service of Ukraine for Geodesy, Cartography and Cadastre), state mining supervision (State Service of Ukraine for Labour), technogenic and fire safety (State Emergency Service of Ukraine), environmental protection, rational use, reproduction and protection of natural resources.

The approved Plan of Comprehensive State Supervision (Control) Measures for 2025 is available on the official website of the State Regulatory Service of Ukraine at the links ‘State Supervision (Control)’ → ‘Inspections’ → ‘DNA Comprehensive Measures Plans’.

According to the State Regulatory Service of Ukraine, the adoption of such a Plan does not contradict the Resolution of the Cabinet of Ministers of Ukraine dated 13 March 2022 No. 303 ‘On Termination of State Supervision (Control) and State Market Supervision in the Conditions of Martial Law’, as this Resolution does not set any restrictions on the intentions of the state supervision (control) authorities to plan state supervision (control) measures.

By his Decree No. 740/2024 of 28 October 2024, the President of Ukraine extended the martial law in Ukraine from 10 November 2024 for a period of 90 days (until 7 February 2025 inclusive) and on 6 November signed the Law of Ukraine ‘On Approval of the Decree of the President of Ukraine “On Extension of the Martial Law in Ukraine” No. 4024-IX of 29 October 2024.
