“Same Faces in the Ring”
On 17 July 2025, the Verkhovna Rada of Ukraine adopted the following resolutions:
- No. 4549-IX “On the appointment of Yulia Svyrydenko as Prime Minister of Ukraine”;
- No. 4550-IX “On the formation of the Cabinet of Ministers of Ukraine and dismissal of members of the Cabinet in resignation”;
- No. 4551-IX “On the appointment of Andrii Sybiha as Minister for Foreign Affairs of Ukraine”;
- No. 4552-IX “On the appointment of Denys Shmyhal as Minister of Defense of Ukraine”.
The newly formed Cabinet of Ministers of Ukraine is composed exclusively of individuals who had previously held positions in the central executive authorities. In other words, no entirely new faces have entered the Cabinet.

An analysis of this list shows that no entirely new figures have been introduced into the new composition of the Cabinet of Ministers of Ukraine, as all appointed individuals have previously served in various capacities within the system of central executive authorities.
Yulia Svyrydenko has become the nineteenth Prime Minister in the history of independent Ukraine, as well as the youngest to date (born in 1985), and the second woman to lead the highest executive body in Ukraine’s system of public administration.
Denys Shmyhal has set a record for the longest tenure among all heads of the Ukrainian Government, having held the position for over 5 years and 4 months, since March 4, 2020.
