Some Information on Ukraine’s Financial Situation and the Work of the Verkhovna Rada
The Verkhovna Rada of Ukraine has suspended plenary sessions from 17 September to 13 October 2026 (for a total of 26 days). The next plenary sessions are expected to take place after 13 October this year.
According to Ukrainian Member of Parliament Yaroslav Zhelezniak (Holos political party), this is taking place against the backdrop of difficulties with voting on the necessary international commitments and the state’s financial difficulties.
He also drew particular attention to the financial situation, noting that due to funding problems, the schedule of the 2026 State Budget of Ukraine was amended, and part of the capital expenditures, totalling approximately UAH 39 billion and planned for September–November, was postponed until December.
Under Article 57 of the Budget Code of Ukraine, on 31 December the State Treasury of Ukraine closes all accounts for the current budget period. If the UAH 39 billion postponed until December is physically received too late (at the end of December), budget managers will simply not have enough time to use the funds and complete the relevant acts of completed works. In this case, these expenditures will effectively be lost, resulting in a “hidden sequestration” of the budget.
At the same time, according to Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk, the extended break is related to committee work on draft laws adopted at first reading and awaiting new draft laws from the Government.
In addition, the press service of the Secretariat of the Verkhovna Rada of Ukraine reminded that Members of Parliament also work in working groups on legislative initiatives, participate in parliamentary hearings and the work of temporary investigative and special commissions, and carry out work within parliamentary factions and deputy groups.
As of 21 September this year, 4,409 draft laws are being considered by the Verkhovna Rada of Ukraine. Their distribution among the relevant parliamentary committees is as follows:
