The Government approves the draft State Budget of Ukraine for 2027

On 15 September 2026, the Cabinet of Ministers of Ukraine approved the draft Law “On the State Budget of Ukraine for 2027” and submitted it to the Verkhovna Rada of Ukraine for consideration (Reg. No. 16000 dated 15 September 2026).

Revenues of the draft State Budget for 2027 are projected at UAH 5 trillion 648 billion, which is UAH 452.1 billion, or 8.7%, more than the amended 2026 budget plan.

Expenditures of the draft State Budget for 2027 are projected at UAH 7 trillion 272 billion, which is UAH 864.9 billion, or 13.5%, more than the amended 2026 budget plan.

The need for international support in 2027 is estimated at USD 52.6 billion. Funding is expected from the European Union, G7 countries under the ERA financing mechanism, the International Monetary Fund, the World Bank, the United Kingdom and other international partners.

The main priority of Ukraine’s State Budget for 2027 is defence and security, with UAH 4 trillion 885 billion allocated for this purpose, equivalent to 43.8% of GDP (an increase of UAH 517.9 billion, or 11.9%, compared with the amended 2026 budget plan).

From 1 January 2027, the subsistence minimum per person per month will be set at UAH 3,559, and at UAH 3,691 for able-bodied persons.

The minimum wage from 1 January 2027 will be:

• – UAH 9,546 per month;
• – UAH 57.5 per hour.

The draft State Budget for 2027 provides for the partial (25%) restoration of the State Road Fund, amounting to UAH 52.8 billion, including:

• – UAH 10.1 billion for servicing debt obligations under borrowings raised by the state or under state guarantees for the development of the public road network;
• – UAH 34.2 billion for the maintenance and development of public roads of national importance;
• – UAH 8.5 billion for the maintenance and development of public roads of local importance, as well as streets and municipally owned roads in settlements, in the form of a subsidy to local budgets.

In 2027, UAH 209.041 million will be allocated for the development of the mineral and raw material base, while UAH 16 billion will be allocated to finance state orders for domestic railway passenger transportation.

The projected exchange rate in 2027 is UAH 47.1 per USD on average and UAH 48.3 per USD at year-end.

In 2027, a fund for eliminating the consequences of armed aggression will be established to address the humanitarian, social and economic consequences caused by the armed aggression of the Russian Federation against Ukraine. Decisions on the allocation of funds from this fund will be made by the Government.
