The State Regulatory Service of Ukraine refused to approve the draft regulatory act submitted by the State Service of Geology and Mineral Resources
The State Regulatory Service of Ukraine (SRS) has denied approval of the revised draft resolution of the Cabinet of Ministers of Ukraine submitted by the State Service of Geology and Mineral Resources of Ukraine. The draft resolution, titled “On Amendments to the Resolution of the Cabinet of Ministers of Ukraine No. 303 dated March 13, 2022,” proposed to reinstate scheduled and unscheduled state supervision (control) measures in the field of geological exploration and rational use of subsoil.
The relevant Decision of the SRS dated July 2, 2025, No. 403 is available on the official website of the authority under the section “Table of Received Draft Regulatory Acts”:

Further information is also available in the “News” section dated June 26 and July 2, 2025.
From the Association: Interestingly, in a letter dated July 1, 2025, the SRS first recommended that the State Service of Geology and Mineral Resources of Ukraine conduct an objective review of submitted letters and inform the National Association of Mining Industry of Ukraine, the European Business Association, the Association of Non-Metallic Construction Materials of Ukraine, and the SRS of the results by July 7, 2025. However, already on the next day — July 2, 2025 — the SRS refused to approve the draft regulatory act.
This raises the question: What should the State Service of Geology and Mineral Resources do in this situation?
As of July 16, no response or update has been received by the Association from the State Service of Geology and Mineral Resources.
