What Is Wrong with Ukrainian Roads
As previously reported (see the information in the “News” section dated March 9, 2026), on February 25, 2026, a meeting of the Committee of the Verkhovna Rada of Ukraine on Transport and Infrastructure was held, during which the issue of the critical condition of public roads of both national and local significance was considered.
Following this meeting, the relevant Minutes No. 118 and the Transcript were finally published on the official website of the Committee (https://komtrans.rada.gov.ua/). The publication date of these documents — March 2, 2026 — should not be misleading, as the Law of Ukraine “On Committees of the Verkhovna Rada of Ukraine” does not establish a deadline for their publication.
While Minutes No. 118 contained a very concise resolution on the agenda item — “The information is noted” — the Transcript of the meeting provides substantial and noteworthy details. In particular, it includes specific data on the volume of funding allocated for road construction, capital and routine repairs in Ukraine; the cost per square meter of emergency road repairs; the number of asphalt concrete samples taken and their deviations from applicable standards; the quality of de-icing materials; the functioning of the weigh-in-motion (WIM) system; as well as the need to address the restoration of the Road Fund, the repayment of high-interest loans, and other related issues (pp. 22–91).
