What the New Draft Law on State Supervision (Control) Provides
Members of Parliament of Ukraine D.A. Natalukha, H.V. Lichman, and O.V. Movchan (together with a total of 11 co-sponsors) have registered in the Verkhovna Rada of Ukraine a draft law “On the Fundamental Principles of State Supervision (Control)” (Reg. No. 14030, dated September 11, 2025).
The draft law has been developed to reorient the system of state supervision (control) from the currently prevailing punitive and repressive approach to a preventive and risk-based one. It also aims to improve the framework of state supervision (control), unify the procedures for conducting supervisory measures, and eliminate ineffective and burdensome provisions of state control contained in the current Law of Ukraine “On the Fundamental Principles of State Supervision (Control) in the Sphere of Economic Activity.”
The draft law is intended to enter into force on the day following its official publication.
Upon its entry into force, the current Law of Ukraine of April 5, 2007, No. 877-V “On the Fundamental Principles of State Supervision (Control) in the Sphere of Economic Activity” shall be repealed.
