What the Verkhovna Rada of Ukraine Will Be Working on in 2026
As previously reported (see the information in the “News” section dated February 10, 2026), the Verkhovna Rada of Ukraine, at its plenary session on February 10, 2026, approved the Legislative Work Plan of the Verkhovna Rada of Ukraine for 2026 (Reg. No. 15017 dated February 9, 2026).
This Plan consists of two sections:
– Section I: “List of issues requiring legislative regulation aimed at adapting the legislation of Ukraine to the provisions of European Union law (EU acquis) in fulfillment of Ukraine’s international legal obligations in the field of European integration”;
– Section II: “List of other issues requiring legislative regulation.”
Each of these sections contains largely similar subsections (agricultural and land policy; anti-corruption policy; environmental policy and natural resource management; economic development; energy and housing and utilities services; legal policy; transport and infrastructure; finance, tax and customs policy; digital transformation, etc.).
As for the 2026 Legislative Work Plan itself, below are just a few examples:
- The subsection “Environmental Policy and Natural Resource Management” of Section I provides for consideration by the Verkhovna Rada of Ukraine in the fourth quarter of draft new Laws of Ukraine:
– “On Waste Electrical and Electronic Equipment” (item 14);
– “On Batteries, Accumulators and Waste Batteries and Accumulators” (item 20);
– “On End-of-Life Tyres, Waste Oils and End-of-Life Vehicles” (item 21);
– “On Extractive Waste” (item 22). - The subsection “Transport and Infrastructure” of Section I provides for consideration by the Verkhovna Rada of Ukraine in the first quarter of the draft new Law of Ukraine “On the Safety and Interoperability of Railway Transport of Ukraine” (item 126), and in the fourth quarter of the draft new Law of Ukraine “On the Railway Transport Market” (item 132).
- The subsection “Finance, Tax and Customs Policy” of Section I provides for consideration by the Verkhovna Rada of Ukraine in the first quarter of the draft new version of the Customs Code of Ukraine (item 136).
- The subsection “Environmental Policy and Natural Resource Management” of Section II provides for consideration by the Verkhovna Rada of Ukraine in the fourth quarter of the draft new Law of Ukraine “On State Environmental Control” (item 200).
- The subsection “Legal Policy” of Section II provides for consideration by the Verkhovna Rada of Ukraine in the first quarter of the draft Civil Code of Ukraine /Private Law Code/ (item 303).
