What’s Wrong with the Draft Law on Railway Transport Reform

As previously reported, the Cabinet of Ministers of Ukraine has developed a draft Law of Ukraine “On the System and Specifics of Functioning of the Railway Transport Market in Ukraine” and submitted it to the Verkhovna Rada of Ukraine for consideration (Reg. No. 12142 dated October 21, 2024).

This draft law has been included in the agenda of the thirteenth session of the Verkhovna Rada of Ukraine of the ninth convocation, approved by Resolution No. 4229-IX of February 11, 2025, and is currently under review by the Parliamentary Committee on Transport and Infrastructure (Committee Chair – Yurii Kysil).

Why has the draft law remained under consideration in the relevant parliamentary committee for so long, and is there any prospect for its adoption?
