Where will the funds be taken to increase the financing of the state budget and the further needs of the Armed Forces?

In his speech to the Verkhovna Rada of Ukraine on 05 June 2025, Minister of Finance Sergii Marchenko said that the Cabinet of Ministers of Ukraine will soon address the Parliament with a proposal to revise the state budget for 2025 due to the new needs of the Armed Forces and the significant deficit.

According to him, this is not a shortcoming, but a necessity caused by changes in technology, arms supplies from key partners and the intensification of the situation on the battlefield.

At the same time, Sergii Marchenko did not name the parameters of the budget revision.

In addition, the Ministry of Finance of Ukraine is working on two scenarios of the state budget for 2026: a basic and an alternative one, which takes into account the continuation of hostilities throughout the year. Both envisage significant cuts in public spending.

At the same time, analysing the announcements on the Prozorro public procurement website, one is sometimes surprised to see that the main task today is to save the country, and funds are spent on things that can be done without at this time. For example:

• as announced on 13 May 2025, PJSC Ukrnafta purchased milk and cream for the amount of UAH 8.560 million;

• according to the announcement dated 29 May 2025, the Department of Public Utilities of Kolomyia City Council (Kolomyia, Ivano-Frankivsk region) plans to reconstruct the square in the central part of the city with an expected cost of UAH 34.737 million;

• according to the announcement of 02 June 2025, the Branch ‘Vokzalna Kompaniya’ of the joint-stock company ‘Ukrainian Railways’ plans to carry out major repairs of the building of the main railway station in Chop, Zakarpattia region, with an expected cost of UAH 24.825 million.

Although, if the state-owned commercial enterprise ‘Cafeteria of the Verkhovna Rada of Ukraine’ can buy red caviar…

Why don’t Ukrainian officials involved in the formation of the state budget, who do not know where to find extra funds, visit the Prozorro public procurement website more often?
