By the Presidential Decree No. 740\/2024 dated 28 October 2024,<\/em><\/strong> the President of Ukraine extended the martial law in Ukraine from 10 November 2024 for a period of 90 days (until 7 February 2025 inclusive).<\/p>\n\n\n\n

This Decree was approved by the Law of Ukraine No. 4024-IX dated 29 October 2024 \u2018On Approval of the Decree of the President of Ukraine \u201cOn Extension of the Martial Law in Ukraine\u201d.<\/p>\n\n\n\n

  1. On 29 October 2024, the Verkhovna Rada of Ukraine adopted the Draft Law of Ukraine \u2018On Amendments to the Criminal Code of Ukraine and the Criminal Procedure Code of Ukraine on Improving the Regulation of Plea Agreements in Criminal Proceedings on Corruption Criminal Offences and Corruption-Related Criminal Offences\u2019 (Reg. No. 12039 of 17 September 2024).<\/li>\n<\/ol>\n\n\n\n

    This draft law, initiated by MPs D.G. Arakhamia, S.K. Ionushas, A.O. Radina (13 people in total), allows for a shorter sentence than required by the Criminal Code of Ukraine in case of cooperation with the investigation through the exposure of accomplices.<\/p>\n\n\n\n

    In addition to a shorter sentence, the court will be able to impose a fairly large fine as an additional punishment:<\/p>\n\n\n\n

      \n
    • for minor crimes – from UAH 20 thousand to UAH 120 thousand of the tax-free minimum income (NMIT);<\/li>\n\n\n\n
    • for serious crimes – from UAH 120 thousand to UAH 6 million. NMFI;<\/li>\n\n\n\n
    • for particularly serious crimes – from UAH 270 thousand to UAH 12 million. NMDG.<\/li>\n<\/ul>\n\n\n\n

      1. On 31 October 2024, the Verkhovna Rada approved the draft Law of Ukraine \u2018On the State Budget of Ukraine for 2025\u2019 in the first reading.<\/li>\n<\/ol>\n\n\n\n

        Earlier, the Verkhovna Rada Committee on Budget approved the Budget Conclusions, which should be considered and may be taken into account by the Cabinet of Ministers of Ukraine when preparing this draft law for the second reading.<\/p>\n\n\n\n

        Among the significant changes that the Government is recommended to take into account when preparing for the second reading are<\/p>\n\n\n\n

          \n
        • sources of filling the Road Fund in the amount of UAH 43.2 billion should be directed to the General Fund of the budget, primarily for the needs of national security and defence;<\/li>\n\n\n\n
        • the so-called \u2018Chornobyl pension\u2019 (additional payment to non-working pensioners) will be paid only to those who actually lived in the exclusion zone from 1986 to 1993;<\/li>\n\n\n\n
        • reconsideration of the idea of introducing bonuses for local court judges in 2025 and a corresponding revision of expenditures for their support;<\/li>\n\n\n\n
        • the possibility of allocating funding (UAH 4.8 billion) for new passenger wagons;<\/li>\n\n\n\n
        • allocation of UAH 2 billion for humanitarian demining.<\/li>\n\n\n\n
        • However, the reality shows that the Government does not necessarily take into account the proposals of the Budget Committee. Instead, it can significantly change the budget figures and forecasts before the second reading.<\/li>\n\n\n\n
        • In general, the Law of Ukraine \u2018On the State Budget of Ukraine for 2025\u2019 should be adopted by 1 December this year.<\/li>\n<\/ul>\n\n\n\n

          The Ministry of Environmental Protection and Natural Resources of Ukraine<\/em><\/strong> has developed a draft order \u2018On Approval of Amendments to the Methodology for Determining the Amount of Compensation for Damages Caused to the State as a Result of Unauthorized Use of Subsoil\u2019.<\/p>\n\n\n\n
