{"id":3509,"date":"2025-06-26T16:26:11","date_gmt":"2025-06-26T13:26:11","guid":{"rendered":"https:\/\/avnbmu.com.ua\/?p=3509"},"modified":"2025-06-26T16:26:12","modified_gmt":"2025-06-26T13:26:12","slug":"the-association-once-again-opposes-the-draft-resolution-proposed-by-the-state-service-of-geology-and-mineral-resources-of-ukraine","status":"publish","type":"post","link":"https:\/\/avnbmu.com.ua\/en\/news\/the-association-once-again-opposes-the-draft-resolution-proposed-by-the-state-service-of-geology-and-mineral-resources-of-ukraine\/","title":{"rendered":"The Association Once Again Opposes the Draft Resolution Proposed by the State Service of Geology and Mineral Resources of Ukraine"},"content":{"rendered":"\n<p>As previously reported (see the \u201cNews\u201d section dated June 3, 2025), the State Service of Geology and Mineral Resources of Ukraine (Derzhgeonadra) has once again revised the draft Resolution of the Cabinet of Ministers of Ukraine titled <em>\u201cOn Amendments to the Resolution of the Cabinet of Ministers of Ukraine dated March 13, 2022 No. 303.\u201d<\/em> This draft provides for the resumption of scheduled and unscheduled state supervision (control) measures to ensure compliance by business entities with legislation in the field of geological exploration and rational use of mineral resources.<\/p>\n\n\n\n<p>The Association has reiterated its opposition to the revised version of the draft resolution due to the ambiguity and internal inconsistencies within the accompanying <strong>Explanatory Note<\/strong> and <strong>Regulatory Impact Analysis<\/strong>, including but not limited to:<\/p>\n\n\n\n<ul>\n<li>the requirement for additional public funding amounting to <strong>UAH 20,579.4 thousand<\/strong>, which appears problematic in light of the state budget deficit and the pressing need to allocate more funds to the defense and security sectors;<\/li>\n\n\n\n<li>the inconsistency between the number of business entities mentioned in the draft resolution and the number listed in the <strong>Annual Plan of State Supervision (Control) Measures<\/strong> approved by Derzhgeonadra Order No. 538 dated November 18, 2024;<\/li>\n\n\n\n<li>discrepancies in the breakdown of enterprises by size (large, medium, small, micro) as compared to the official data provided by the <strong>State Statistics Service of Ukraine<\/strong> for 2024;<\/li>\n\n\n\n<li>reference to so-called &#8220;dormant&#8221;
