{"id":3617,"date":"2025-07-15T15:59:49","date_gmt":"2025-07-15T12:59:49","guid":{"rendered":"https:\/\/avnbmu.com.ua\/?p=3617"},"modified":"2025-07-16T16:04:22","modified_gmt":"2025-07-16T13:04:22","slug":"in-the-legislative-and-executive-branches-2","status":"publish","type":"post","link":"https:\/\/avnbmu.com.ua\/en\/news\/in-the-legislative-and-executive-branches-2\/","title":{"rendered":"In the Legislative and Executive Branches"},"content":{"rendered":"\n<p>By <strong>Decree No. 478\/2025 dated July 14, 2025<\/strong>, the <strong>President of Ukraine<\/strong> extended the period of <strong>martial law in Ukraine<\/strong> for <strong>90 days starting from August 7, 2025<\/strong>, until <strong>November 4, 2025, inclusive<\/strong>. The President also submitted to the Verkhovna Rada of Ukraine the <strong>draft Law &#8220;On Approval of the Decree of the President of Ukraine &#8216;On Extension of the Period of Martial Law in Ukraine'&#8221;<\/strong> (Reg. No. 13471 dated July 14, 2025).<br>This Decree shall enter into force simultaneously with the enactment of the <strong>Law of Ukraine &#8220;On Approval of the Decree of the President of Ukraine &#8216;On Extension of the Period of Martial Law in Ukraine.'&#8221;<\/strong><\/p>\n\n\n\n<p><strong>Members of Parliament<\/strong> R. Stefanchuk, O. Korniyenko, H. Tretiakova, and others (more than 120 MPs in total) registered in the Verkhovna Rada of Ukraine the <strong>draft Law &#8220;On Amendments to Certain Legislative Acts of Ukraine Regarding the Regulation of Subsistence Minimum Formation and the Creation of Preconditions for Its Increase&#8221;<\/strong> (Reg. No. 13469 dated July 11, 2025).<\/p>\n\n\n\n<p>The draft law aims to eliminate shortcomings in current legislation related to the use of the <strong>subsistence minimum<\/strong> as a <strong>technical indicator<\/strong> for determining the amount of fines, fees, and administrative and court payments. It proposes to <strong>discontinue the use of the subsistence minimum as a base value<\/strong> for calculating fines and fees.<br>Instead, the introduction of a <strong>special penalty rate<\/strong> and <strong>administrative fee rate<\/strong> is proposed, which would be used to determine the amounts of such payments and be established in the <strong>draft Law on the State Budget of Ukraine<\/strong> for the corresponding year.<\/p>\n\n\n\n<p>The draft law provides for amendments to a number of key legislative acts of Ukraine, in particular:<br>\u2013 the <strong>Commercial Procedural Code of Ukraine<\/strong>,<br>\u2013 the <strong>Civil Procedural Code of Ukraine<\/strong>,<br>\u2013 the <strong>Code of Administrative Proceedings of Ukraine<\/strong>,<br>as well as the laws of Ukraine regulating:<br>\u2013 the <strong>state registration of legal entities and individual entrepreneurs<\/strong>,<br>\u2013 the <strong>registration of property rights to immovable property<\/strong>,<br>\u2013 the <strong>maintenance of the State Land Cadastre<\/strong>,<br>\u2013 the <strong>provision of administrative services<\/strong>, and<br>\u2013 the <strong>functioning of the Unified State Demographic Register<\/strong>.<\/p>\n\n\n\n<p>The Law is expected to enter into force on <strong>January 1, 2026<\/strong>.
