The central topic of the meeting was economic security and the creation of a favorable environment for the development of Ukrainian businesses.<\/p>\n\n\n\n<p>The participants of the meeting considered an initiative to introduce a moratorium on unfounded inspections of entrepreneurs conducted by law enforcement and other regulatory authorities. This decision, initiated by the Head of State, was supported by the NSDC as part of a comprehensive policy to strengthen Ukraine&#8217;s internal resilience.<\/p>\n\n\n\n<p>Special attention was devoted to new approaches to state supervision. These include plans to:<\/p>\n\n\n\n<ul>\n<li>&#8211; Limit the number of inspections for enterprises classified as low-risk,<\/li>\n\n\n\n<li>&#8211; Improve risk-based methodologies,<\/li>\n\n\n\n<li>&#8211; Implement digitalization of supervisory procedures, and<\/li>\n\n\n\n<li>&#8211; Introduce performance evaluation mechanisms for regulatory authorities.<\/li>\n<\/ul>\n\n\n\n<p>Based on the outcomes of the meeting, the President of Ukraine signed Decree No. 538\/2025 dated 21 July 2025, enacting the NSDC decision of the same date titled:<br><em>\u201cOn the Introduction of Legal and Organizational Measures Concerning the Moratorium on Unfounded Inspections and Interference by State Authorities in Business Activities, and the Promotion of Economic Growth in Ukraine.\u201d<\/em><\/p>\n\n\n\n<p><em>Photo source: https:\/\/www.freepik.com<\/em><\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>On 21 July 2025, the first meeting of the renewed composition of the National Security and Defense Council of Ukraine (NSDC) was held under the chairmanship of the President of Ukraine, Volodymyr Zelenskyy.
