The Cabinet of Ministers of Ukraine has approved the draft Law of Ukraine \u201cOn the State Budget of Ukraine for 2026\u201d and submitted it to the Verkhovna Rada of Ukraine for consideration (Reg. No. 14000, dated September 15, 2025).<\/p>\n\n\n\n
As in previous years since the start of the full-scale invasion by the Russian Federation, all domestic financial resources\u2014including tax revenues, customs duties, excise taxes, other fees, and borrowings\u2014are directed by the Government to ensuring effective resistance to the aggressor.<\/p>\n\n\n\n
In 2026, total State Budget expenditures will amount to UAH 4.75 trillion, which is more than UAH 415 billion higher than in 2025 (including amendments).<\/p>\n\n\n\n
State Budget revenues for 2026 are projected at UAH 2,890.1 billion, an increase of UAH 446.8 billion compared to 2025 (including amendments).<\/p>\n\n\n\n
The main priority of the State Budget of Ukraine for 2026 is defense and security, which will be allocated UAH 2,805.8 billion, or 27.2% of GDP (+UAH 168.6 billion compared to 2025 with amendments).<\/p>\n\n\n\n
The need for external financing in 2026 will amount to UAH 2,079 billion. Public borrowings are planned at UAH 2,544.5 billion, of which UAH 419.6 billion are domestic and UAH 2,124.9 billion are external.<\/p>\n\n\n\n
The projected budget deficit is expected to reach up to 18.4% of GDP, which is 3.9 percentage points lower than in 2025.<\/p>\n\n\n\n
In 2026, the subsistence minimum per person per month for working-age individuals will amount to UAH 3,328; the minimum monthly wage will be UAH 8,647, and the minimum hourly wage will be UAH 52.<\/p>\n\n\n\n
