By Resolution No. 692 of May 30, 2026, “Certain Issues of Reserving Persons Liable for Military Service During Mobilization and Wartime,” the Cabinet of Ministers of Ukraine amended Resolution No. 76 of January 27, 2023, “Certain Issues of Implementing the Provisions of the Law of Ukraine ‘On Mobilization Preparation and Mobilization’ Regarding the Reservation of Persons Liable for Military Service During Mobilization and Wartime.”<\/p>\n\n\n\n
The Resolution entered into force on June 2, 2026 (published in the Government Courier newspaper, No. 115, dated June 2, 2026), except for certain provisions that will come into force on September 1, 2026.<\/p>\n\n\n\n
The new amendments do not abolish the reservation system for businesses. Their purpose is to maintain a balance between defense needs and economic requirements, while ensuring that reservation status is granted only to those enterprises and employees that are genuinely critical to the functioning of the state, local communities, national defense, and the economy during wartime.<\/p>\n\n\n\n
The updates cover three main areas.<\/p>\n\n\n\n
To confirm an enterprise’s critical status and to reserve an employee, a minimum salary requirement has been established at the level of three minimum wages, i.e. UAH 25,941 per month.<\/p>\n\n\n\n
For enterprises located in frontline territories, a separate threshold remains in place at 2.5 minimum wages, i.e. UAH 21,618 per month.<\/p>\n\n\n\n
These amounts refer to the gross salary before taxes and deductions.<\/p>\n\n\n\n
Employees who work part-time or already have a deferment from military service on other legal grounds will be counted toward the reservation quota only once and only at one place of employment.<\/p>\n\n\n\n
This measure is intended to prevent situations where the same individual artificially increases the reservation quota of multiple enterprises simultaneously.<\/p>\n\n\n\n
Ministries, other central executive authorities, and regional military administrations must review their criticality criteria by June 10, 2026, in coordination with the Ministry of Defence and the Ministry of Economy, Environment and Agriculture.<\/p>\n\n\n\n
The assessment of enterprises’ compliance with the updated criteria must be completed by July 1, 2026, while the review of decisions granting critical enterprise status must be finalized by September 1, 2026.<\/p>\n\n\n\n
A government authority is required to consider an enterprise’s application within no more than 10 working days.<\/p>\n\n\n\n
On June 2, 2026, the Ministry of Economy, Environment and Agriculture of Ukraine published official guidance in the “News” section of its website explaining how the reservation procedure will operate after the updated criticality criteria for enterprises come into effect.<\/p>\n","protected":false},"excerpt":{"rendered":"
