As previously reported (see the News section dated 22 June 2026), the Verkhovna Rada of Ukraine adopted Law No. 4903-IX of 9 June 2026, “On Amendments to the Tax Code of Ukraine and Other Legislative Acts of Ukraine Regarding the Implementation of the International Automatic Exchange of Information on Income Earned Through Digital Platforms and the Taxation of Such Income,”<\/em> which, among other things, introduces export duty rates on certain types of stone classified under UKT ZED codes 2516 11 00 00, 2516 12 00 00 and 2516 90 00 00 at the rate of EUR 0.30 per kilogram of the net weight of the goods, to be applied for a period of 10 years.<\/p>\n\n\n\n

On 12 June 2026, the Law was submitted to the President of Ukraine for signature. Pursuant to Article 94 of the Constitution of Ukraine, the President must, within fifteen days of receiving the Law, either sign it, thereby bringing it into force, and officially promulgate it, or return it to the Verkhovna Rada of Ukraine with reasoned and duly formulated proposals for reconsideration.<\/p>\n\n\n\n

If the President of Ukraine does not return the Law for reconsideration within the prescribed period, the Law shall be deemed approved by the President and must be signed and officially promulgated.<\/p>\n\n\n\n

As of the morning of 13 July 2026, the Law has not been signed by the President of Ukraine, has not been returned to the Verkhovna Rada of Ukraine for reconsideration, and has not been officially promulgated.<\/p>\n\n\n\n

Interestingly, it took the President of Ukraine forty-four days to sign Law No. 4015-IX of 10 October 2024, “On Amendments to the Tax Code of Ukraine and Other Laws of Ukraine Regarding Ensuring Balanced Budget Revenues During the Period of Martial Law”<\/em> (see the News section dated 15 and 29 November 2024).<\/p>\n\n\n\n

How long will it take this time?<\/p>\n\n\n\n

To address situations of this kind, Members of Parliament of Ukraine R.M. Lozynskyi, M.M. Khlapuk, A.K. Skorokhod, together with 25 other MPs (28 in total), submitted to the Verkhovna Rada of Ukraine the draft Law “On Amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine Regarding the Peculiarities of the Promulgation of Laws”<\/em> (Draft Law No. 15256 of 18 May 2026). The purpose of the draft law is to eliminate the legislative gap whereby laws adopted by the Verkhovna Rada of Ukraine and deemed approved by the President remain unpublished and therefore do not enter into force.<\/p>\n\n\n\n

The lead committee responsible for reviewing the draft law is the Committee on the Rules of Procedure, Parliamentary Ethics and Organization of the Work of the Verkhovna Rada of Ukraine (Chairman \u2013 S.V. Kalchenko).<\/p>\n\n\n\n

The explanatory note to the draft law contains a list of laws adopted by the Verkhovna Rada of the Ninth Convocation that have remained at the stage of “Submitted to the President for Signature” for more than 15 days. The list includes 44 draft laws, among them the draft Law “On Time Calculation in Ukraine”<\/em> (Draft Law No. 4201 of 9 October 2020), which was submitted to the President of Ukraine for signature on 21 August 2024. According to Article 5(2) thereof, “seasonal clock changes shall not be carried out in the territory of Ukraine.”<\/p>\n\n\n\n

As of the morning of 13 July 2026, only two of the eight committees of the Verkhovna Rada of Ukraine designated to review the draft law have issued their opinions: the Committee on Freedom of Speech and the Committee on Ukraine’s Integration into the European Union.<\/p>\n\n\n\n
