● The President of Ukraine, by his Decree No. 26/2025 dated January 14, 2025, extended the martial law in Ukraine from February 08, 2025 for a period of 90 days (until May 08, 2025 inclusive) and submitted to the Verkhovna Rada of Ukraine the draft Law “On Approval of the Decree of the President of Ukraine ‘On Extension of the Martial Law in Ukraine’ (Reg. No. 12404 dated January 14, 2025). This Decree is to enter into force simultaneously with the entry into force of the Law of Ukraine “On Approval of the Decree of the President of Ukraine ‘On Extension of the Martial Law in Ukraine’.

● The Parliamentary Committee on Environmental Policy and Nature Management at a meeting on January 13, 2025, in the format of a video conference, reviewed its opinion of December 04, 2024, on the Draft Law of Ukraine “On Mining Waste Management” (Reg. No. 12180 of November 05, 2024), submitted by the Cabinet of Ministers of Ukraine.

In particular, the conclusion of the Verkhovna Rada Committee on Anti-Corruption Policy on granting discretionary powers to initiate the involvement of an investor in the management of mining waste at an abandoned facility, to conclude a production sharing agreement with him in a non-competitive manner and to assess mineral reserves was additionally considered. Proposals from business associations and industry associations of subsoil users were also considered, in particular, regarding the introduction of financial security for the fulfillment of the obligations of the operator of mining waste to take post-operational measures.

Following the discussion, the Committee adopted a conclusion and decided to recommend to the Verkhovna Rada of Ukraine to adopt the draft law as a basis based on the results of its consideration in the first reading, taking into account the proposals of the Committee in accordance with part one of Article 116 of the Rules of Procedure of the Verkhovna Rada of Ukraine, extending by half the deadline for submitting proposals and amendments to the draft law during its preparation for the second reading.
