In the Committees of the Verkhovna Rada of Ukraine
● The Verkhovna Rada Committee on Economic Development held hearings on 2 December 2025 on the topic: “Tariff Policy of State Monopolies JSC ‘Ukrzaliznytsia’ and PJSC ‘National Energy Company ‘Ukrenergo’.”
The agenda of the hearings included the following issues:
- – Tariff policy of state monopolies, in particular JSC “Ukrzaliznytsia” and PJSC “National Energy Company ‘Ukrenergo,’” and plans to increase tariffs for freight railway transportation in 2025–2026.
- – Asset management, including non-core assets, of JSC “Ukrzaliznytsia”: plans and strategy.
- – Reform of the passenger and freight transportation system.
- – Possible division of JSC “Ukrzaliznytsia” into several legal entities or the separation of individual specialized legal entities from JSC “Ukrzaliznytsia.”
Participants in the event included Members of Parliament of Ukraine – members of the Committee, representatives of central executive authorities, JSC “Ukrzaliznytsia,” PJSC “National Energy Company ‘Ukrenergo,’” the State Enterprise “UkrpromzovnishEkspertyza,” the All-Ukrainian Association of Transport Employers’ Organizations “Federation of Transport Employers of Ukraine,” business associations and sectoral organizations, as well as experts and analysts.
During the hearings, the participants considered a number of key issues, including the financial situation of JSC “Ukrzaliznytsia,” scrap metal exports, and the need for a clear separation of passenger and freight transportation functions. Possible mechanisms for regulating relations between state monopolies and business entities were also discussed.
Special attention was paid to issues of strategic planning, financial restructuring, and the search for balanced solutions aimed at eliminating the liquidity gap in the railway sector. The participants emphasized the need to preserve critical infrastructure, optimize operational processes, and strengthen the financial stability of state monopolies.
The proposals developed as a result of the hearings will be included in the draft Recommendations of the hearings, which will be prepared by the Committee to improve legislation for the economic recovery of Ukraine.

● The Verkhovna Rada Committee on Environmental Policy and Nature Management, at its meeting held on 3 December 2025 in the формат of a videoconference, reviewed the Draft Law “On Safety and Interoperability of Railway Transport of Ukraine” (Reg. No. 14174 of 31 October 2025) submitted by the Cabinet of Ministers of Ukraine, as well as the Draft Law “On Increasing the Safety and Interoperability of Railway Transport of Ukraine” (Reg. No. 14174-1 of 17 November 2025) submitted by Member of Parliament of Ukraine V. V. Kreidenko.
The Committee decided to recommend that the Committee on Transport and Infrastructure submit to the Verkhovna Rada of Ukraine a proposal to adopt as a basis the Draft Law “On Safety and Interoperability of Railway Transport of Ukraine” (Reg. No. 14174 of 31 October 2025), submitted by the Cabinet of Ministers of Ukraine, taking into account the proposals and remarks set out in the Committee’s conclusion.

In addition, the Committee approved proposals to the Plan of Legislative Work of the Verkhovna Rada of Ukraine for 2026, which includes, in particular, draft laws requiring legislative regulation aimed at adapting Ukrainian legislation to the provisions of European Union law (the EU acquis) in fulfilment of Ukraine’s international legal obligations in the field of European integration, as well as draft laws aimed at the protection, preservation, use, and restoration (reproduction) of natural resources and civil protection of the population.
