Reform of the National Energy and Utilities Regulatory Commission (NEURC)
Members of Parliament of Ukraine A.V. Zhupanyn, M.M. Khlapuk, A.V. Kostyukh, O.V. Seminskyi, and A.O. Radina have registered with the Verkhovna Rada of Ukraine a draft Law entitled “On Amendments to Certain Laws of Ukraine Aimed at Strengthening Guarantees for the Exercise of Powers of the National Commission for State Regulation of Energy and Utilities” (Reg. No. 14282 dated December 8, 2025).
The draft law is intended to ensure the transparency, independence, and effectiveness of the regulatory authority, which is essential for the stability of the energy market and for fulfilling Ukraine’s obligations to the European Union and the Energy Community.
The regulator is granted new powers and clear oversight mechanisms. In addition, the remuneration system for its staff is revised, public consultations on tariffs are introduced, and transparent publication of decisions on the official website is mandated.
The draft law provides for a number of amendments to existing legislation, including the Laws of Ukraine “On Central Executive Authorities,” “On the Cabinet of Ministers of Ukraine,” and “On Civil Service.”
