President Signs the Law on the State Budget for 2026

On December 10, 2025, the President of Ukraine signed the Law of Ukraine dated December 3, 2025, No. 4695-IX “On the State Budget of Ukraine for 2026” (Reg. No. 14000 dated September 15, 2025).

While the text of the Law with all annexes has not yet been officially published, Annex No. 3 on the allocation of expenditures, as prepared for the second reading of the draft law, provides for the following:

– UAH 186,941.0 thousand from the special fund is allocated to the State Service of Geology and Subsoil of Ukraine for the development of the mineral resource base;

– UAH 12,857,748.0 thousand is allocated to the State Agency for Restoration and Development of Infrastructure of Ukraine for the development and maintenance of the public road network (general fund – UAH 12,600,000.0 thousand; special fund – UAH 257,748.0 thousand), and UAH 15,033,850.5 thousand from the general fund is allocated to meet debt obligations on borrowings raised by the state or under state guarantees for the development of the public road network.
