Registered draft law on new employee reservation rules
Draft Law No. 15237 “On Fair Reservation and Participation in Defense”, dated May 13, 2026, has been registered in the Verkhovna Rada of Ukraine. The author of the draft law is M.V. Zaremskyi, Member of Parliament from the Servant of the People party.
The draft law proposes changes to the principles of employee reservation and their involvement in the state’s defense measures.
The draft law consists of seven articles, namely:
- The State shall establish by law clear and uniform reservation rules applicable to all;
- Categories of persons eligible for reservation, grounds for reservation, and maximum reservation periods shall be determined exclusively by law;
- Indefinite reservation of a person shall be prohibited;
- Reservation status shall be reviewed on a regular basis for compliance with statutory requirements;
- Reserved persons shall participate in the defense of the State through one of the following means:
– employment at a critical infrastructure facility;
– service in the reserve forces;
– targeted defense contributions;
- The State shall maintain a Register of Reserved Persons containing data on all reserved persons;
- Personal data of reserved persons, as well as information that may identify the critical infrastructure facility where they work, shall be anonymized in the Register of Reserved Persons.
This Law shall enter into force on the day following its official publication.
