ABOUT THE CONFERENCE ‘AGGREGATES INDUSTRY 2024’

On 24 October 2024, the conference ‘Aggregates Industry 2024’ was held in Kyiv, which was dedicated to the challenges faced by crushed stone companies in the quarrying, processing, transportation and use of finished products.

The event was traditionally organised by FPR-Events, which specialises in organising annual international conferences on various topics.

The conference was attended by managers and representatives of crushed stone enterprises, specialised associations (Association of Non-Metallic Building Materials Producers of Ukraine represented by General Director V.K. Netskii and National Association of Mining Industry of Ukraine represented by Executive Director K.M. Orynchak), manufacturers and suppliers of construction and quarrying machinery, equipment and materials, railway transport enterprises, law firms, NADRA.Info news agency, etc.

Representatives of individual crushed stone companies and local communities also took part in the conference online.

The conference programme was structured into four sections: Section 1 – ‘Economic Forecast and Recovery of Ukraine’; Section 2 – ‘Granite Quarrying. Crushed stone production’; Section 3 – “Construction and quarrying equipment market”; Section 4 – “Where to find financing and labour”.

Each section was followed by a discussion among the conference participants on the relevant issues.

Oleksandr Shumskii, Head of the Department of Tax Administration of Resource, Rent and Local Taxes on Legal Entities of the State Tax Service of Ukraine, who was present at the conference, provided explanations on the taxation rules for rent for the use of subsoil for the extraction of raw materials for rubble stone, as well as the rules set out in the draft law No. 11416-d of 30 August 2024. (this refers to the norm according to which the actual selling price of extracted minerals (mineral raw materials) of commercial products of a mining enterprise made of rocks classified under the UKTZED code 2517 should be determined by the higher of two values, one of which is the price of a unit of commercial products determined according to the methodology, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1374 dated 15 October 2004 for granite as a raw material for rubble stone, but not less than USD 6.50 per 1 tonne, converted into UAH per 1 tonne at the exchange rate of the National Bank of Ukraine as of the 1st day of the month following the tax (reporting) period.

After that, O.O. Shumskii answered the questions of the conference participants (by the way, there were no questions from the representatives of crushed stone companies at all).

The questions of the Association’s General Director V.K. Netskii concerned certain exceptions to the application of the above rule for granite rocks, as well as the possibility of challenging this rule in court by crushed stone enterprises due to the absence of the term ‘granite’ in the code 2517 of the Ukrainian Classification of Goods for Foreign Economic Activity.
