Cabinet of Ministers Approves Implementation Plan for NSDC Decision
On July 24, 2025, the Cabinet of Ministers of Ukraine approved the Implementation Plan for the decision of the National Security and Defense Council (NSDC) regarding the moratorium on unwarranted inspections and interference in business operations.
Prime Minister Yulia Svyrydenko stated that within a month, the State Regulatory Service and relevant ministries will submit proposals for deregulation and the elimination of redundant permits. By October 21, law enforcement agencies must coordinate efforts to identify sanctioned assets and ensure their transfer to the state budget to support defense and recovery needs. The plan also includes the launch of a digital monitoring system and quarterly reviews of the effectiveness of the adopted measures.
Additionally, the Government will propose amendments to the Criminal Procedure Code, whereby new proceedings involving businesses may only be initiated by the Prosecutor General or regional-level heads.
As of 2:30 PM on July 29, the Implementation Plan had not yet been published in the “Government Decisions” section of the official Government Portal.
