Will Another Reform Take Place in the Transport and Infrastructure Sector?

At its meeting on March 11, 2026, the Committee of the Verkhovna Rada of Ukraine on Transport and Infrastructure considered the feasibility of separating the Ministry for Communities and Territories Development of Ukraine and establishing a central executive authority responsible for transport and infrastructure as an independent body.

Transport is one of the most important sectors of the economy and is intended to meet the needs of the population and the national economy for transportation services. For this reason, in the governments of most European and global countries there are separate ministries responsible for the transport and infrastructure sector.

Moreover, in the context of the full-scale war and the armed aggression of the Russian Federation against Ukraine, ensuring the proper functioning of the transport and road complex and establishing reliable logistics chains is of critical importance for maintaining the country’s economy. It also ensures the uninterrupted transportation of humanitarian and military cargo, food, goods, and passengers to and from European countries and the rest of the world. This requires clear coordination and management by a dedicated sectoral government authority.

Following the discussion, the Committee decided that it is advisable to separate the Ministry for Communities and Territories Development of Ukraine by establishing a central executive authority responsible for transport and infrastructure. The Committee also resolved to send an appeal to the Prime Minister of Ukraine, Y. A. Svyrydenko, proposing that this issue be considered at a Government meeting.

From the Association. A Brief Historical Overview

July 16, 2004 – The Ministry of Transport of Ukraine was reorganized into the Ministry of Transport and Communications of Ukraine (Presidential Decree No. 811/2004).

December 9, 2010 – The Ministry of Transport and Communications of Ukraine was reorganized into the Ministry of Infrastructure of Ukraine (Presidential Decree No. 1085/2010).

December 2, 2022 – The Ministry of Infrastructure of Ukraine was renamed the Ministry for Communities, Territories and Infrastructure Development of Ukraine (Resolution of the Cabinet of Ministers of Ukraine No. 1343).

September 6, 2024 – The Ministry for Communities, Territories and Infrastructure Development of Ukraine was renamed the Ministry for Communities and Territories Development of Ukraine (Resolution of the Cabinet of Ministers of Ukraine No. 1028).
