Construction of the Greater Kyiv Ring Road: Will the Project Continue?
By Resolution No. 286 dated 4 March 2026, the Cabinet of Ministers of Ukraine dissolved the working group responsible for the design, construction, and operation of the Greater Kyiv Ring Road and declared invalid the following acts:
- – Resolution of the Cabinet of Ministers of Ukraine dated 18 May 2011 No. 510 “On Establishing a Working Group on the Design, Construction, and Operation of the Greater Kyiv Ring Road”;

Background
- By Order No. 872-r dated 10 October 2007, the Cabinet of Ministers of Ukraine established a working group consisting of 18 officials (headed by the Chairman of Ukravtodor, V. Demishkan) on the design and construction of the Greater Kyiv Ring Road and instructed Ukravtodor to determine the timeframes and stages of its design and construction.
- By Order No. 326-r dated 22 February 2008, the Cabinet of Ministers approved the general route of the Greater Kyiv Ring Road around Kyiv across eight districts of Kyiv Oblast (Vyshhorod, Borodianka, Makariv, Kyiv-Sviatoshyn, Vasylkiv, Obukhiv, Boryspil, and Brovary). The Ministry of Transport and Communications was designated as the coordinator of the project. A working group consisting of 21 officials was established (headed by Minister of Transport and Communications Yosyp Vinskyi), while Order No. 872-r dated 10 October 2007 was declared invalid.
- By Resolution No. 510 dated 18 May 2011, the Cabinet of Ministers established a working group of 19 officials (headed by Vice Prime Minister – Minister of Infrastructure Borys Kolesnikov) on the design, construction, and operation of the ring road and approved the Regulations governing its activities.
Under the Regulations, the main tasks of the working group included:
- – facilitating coordination among executive authorities regarding the design, construction, and operation of the ring road;
- – preparing proposals concerning:
- – land allocation;
- – design, construction, and operation of the ring road;
- – mechanisms and solutions for addressing issues arising during the design, construction, and operation of the ring road;
- – improvement of the relevant regulatory framework.

- By Order No. 490-r dated 26 June 2013, the Cabinet of Ministers approved a new composition of the working group consisting of 19 officials (headed by Vice Prime Minister Oleksandr Vilkul).
- By Resolution No. 1271 dated 6 December 2021, the Cabinet of Ministers approved the Procedure for implementing a pilot project for the construction of the Greater Kyiv Ring Road and designated the Ministry for Communities, Territories and Infrastructure Development and the State Agency for Restoration and Infrastructure Development as coordinators of the pilot project.
The project was intended to be completed by 1 December 2023.
Resolution No. 1271 of 6 December 2021 currently remains in force.
Thus, more than 18 years have passed since the establishment of the first working group, which was subsequently reconstituted several times.
What results have been achieved during this period? What has happened with the procedures for land allocation, financing of design documentation and construction, and the conclusion of relevant contracts? Will a new working group be established to address issues related to continuing the construction of the road? Or is the implementation of this large-scale project currently not a priority?
