Crisis in the Road Construction Sector
According to Fbc.biz.ua, one of Ukraine’s leading business online media outlets (author Yuriy Shevchenko, December 9, 2025), Ukrainian road construction companies are ending 2025 with a sharp decline in revenues. The reasons include reduced state budget funding, delays in payments for completed works, and the overall rollback of infrastructure programs during wartime.
The hardest hit were participants of the “Big Construction” program: LLC “Avtomahistral-Pivden” reported a 70% drop in revenue, LLC “Rostdorstroy” — a 59% decline, while “ONUR Group” saw an 18% decrease. At the same time, LLC “Avtostrada Group of Companies” managed to maintain its position, reducing its figures by only 9% due to shifting toward other types of projects — from strengthening energy facilities to metro construction.
Next year may be even more challenging: the 2026 state budget allocates only UAH 12.86 billion for the development and maintenance of public roads under the State Agency for Restoration and Infrastructure Development of Ukraine. Meanwhile, as noted by Oleksandr V. Kuleba, Deputy Prime Minister for Ukraine’s Restoration and Minister for Communities and Territories Development, the road sector requires 5–6 times more to function properly.
Experts predict that companies will be forced either to scale back their operations or to seek new areas of activity, particularly in the energy and defense sectors.
Thus, the road construction industry is entering 2026 with significant challenges, and without the restoration of stable funding, its future remains uncertain.
