Entrepreneurship Council

On June 27, 2025, by Decree No. 421/2025, the President of Ukraine established the Council on Entrepreneurship Support as an advisory and consultative body under the President of Ukraine. The decree also approved its Regulations and personal composition, and abolished the National Reform Council, the Executive Reform Committee, the National Investment Council, the Council for the Promotion of Small Business Development, and the Council on Entrepreneurship Support under Martial Law.

The main tasks of the Council on Entrepreneurship Support are:

1. to analyze the effectiveness of state policy in the field of entrepreneurship development and support, summarize identified issues, and prepare proposals on possible ways to address them;
2. to develop measures aimed at improving the conditions for conducting entrepreneurial activities, stimulating investment and innovation, and protecting property rights and competition in accordance with best practices of business environment regulation;
3. to work on legislative initiatives related to entrepreneurship and investment activities, and prepare proposals for improving Ukrainian legislation in relevant areas, particularly with regard to aligning Ukrainian legislation with European Union law;
4. to facilitate strengthened cooperation among state authorities, local self-government bodies, business entities, and public associations representing their interests, with the aim of effectively resolving business-related challenges and supporting the implementation of entrepreneurial initiatives.

The Council’s activities are supported by a Secretariat established by decision of the Council.

The main form of the Council’s work is meetings, which are held by decision of the Chair of the Council.

The Chair of the Council is Head of the Office of the President of Ukraine Andriy Yermak. The Deputy Chair of the Council is First Deputy Prime Minister of Ukraine – Minister of Economy of Ukraine Yulia Svyrydenko.
