Expert Discussion on Railway Freight Tariffs in 2025–2026

The Center for Transport Strategies (CTS) is organizing a special expert discussion on tariff policy for railway freight transportation in 2025–2026.

The event will take place on September 4, 2025, in an online format with a livestream on YouTube.

The main objective of the discussion is to promote a transparent and professional dialogue between JSC Ukrzaliznytsia and market participants, in order to increase the predictability of tariff (pricing) policy in line with market conditions and to build effective partnerships with clients.

Key issues for discussion include:

• Factors that will determine the cost of railway freight transportation in 2025–2026.
• Indexation of freight tariffs: what market participants should expect.
• The economic impact of transportation costs on export cargo flows (agro-industrial sector, mining and metallurgical sector, construction materials, container shipping, and other segments).
• Freight base dynamics: how to ensure growth.
• Improving the tariff-setting system in line with current economic realities.

Participants will include representatives of government, business, industry associations, sector experts, and media.

Background: CTS is an independent information and consulting center focused on the study of specific transport and infrastructure projects, as well as analysis and forecasts of transport sector development.
