In the Executive Authorities

By Resolution No. 658 dated 27 May 2026, the Cabinet of Ministers of Ukraine introduced amendments to the Regulation on the State Service of Ukraine on Labour, approved by Resolution of the Cabinet of Ministers of Ukraine No. 96 dated 11 February 2015.

The amendments introduced concern, in particular, the need to ensure compliance with and implementation of the following requirements:

• – development of standards and regulations on subsoil protection, safe mining operations, and mine surveying support;
• – implementation of state mining supervision over compliance with safe mining operation requirements during geological exploration and development of mineral deposits, as well as liquidation (closure/conservation) of mining operations;
• – compliance with subsoil protection requirements when establishing conditions for mineral raw materials and during the operation of mineral deposits;
• – observance of rules for geological and mine surveying works during pilot industrial development and operation of mineral deposits;
• – ensuring completeness of extraction of assessed mineral reserves and associated components contained therein, compliance with the established procedure for accounting of mineral reserves, and justification and timeliness of their write-off;
• – compliance with rules and technologies for mineral processing;
• – correctness and timeliness of measures ensuring the safety of people, buildings, structures, and the natural environment, as well as mine workings and wells, from harmful impacts associated with subsoil use;
• – liquidation and conservation of mining facilities or their sections;
• – compliance with technical operation rules for mineral deposits and mineral processing in terms of adherence to subsoil legislation requirements;
• – analysis of information regarding the annual mining development plan, etc.

The draft resolution was developed by the Ministry of Economy, Environment and Agriculture of Ukraine (see information in the “News” section dated 29 April 2026).

The State Service of Geology and Mineral Resources of Ukraine published on its official website the draft Law “On Amendments to the Code of Administrative Procedure of Ukraine regarding the specific features of proceedings in cases initiated upon applications of the central executive authority implementing state policy in the field of geological exploration and rational use of mineral resources”.

The draft law was developed in fulfilment of the requirements of the Law of Ukraine No. 2805-IX dated 1 December 2022 “On Amendments to Certain Legislative Acts of Ukraine regarding the Improvement of Legislation in the Field of Subsoil Use”, as well as with the aim of improving the legal and regulatory framework governing relations in the field of geological exploration and rational use of mineral resources.
