Government Action Programme

By Resolution No. 1028 dated 17 August 2026, the Cabinet of Ministers of Ukraine approved the Government Action Programme and submitted it to the Verkhovna Rada of Ukraine for consideration (Registration No. 15521 dated 17 August 2026).

The Verkhovna Rada Committee on Economic Development, chaired by S. Taruta, has been designated as the lead committee responsible for consideration of the document.

The Programme sets out 12 strategic objectives, grouped into three objectives under each of four areas of activity:

• Area A – “Strengthening Resilience and Moving Towards a Just Peace”;
• Area B – “Recovery and Human Capital Development”;
• Area C – “Building a Capable European State”;
• Area D – “Accelerating Recovery and Economic Development”.

These objectives are distributed across all ministries.

Each strategic objective of the Programme consists of operational objectives, tasks, criteria and performance indicators for achieving the respective programme objective.

The Programme covers the period of 2026–2027 and comprises a total of 76 pages.

The Programme is currently being considered by the committees of the Verkhovna Rada of Ukraine. On 25 August this year, the matter was considered at a meeting of the Committee on State Building, Local Governance, Regional Development and Urban Planning. On 26 August, it was considered by the lead committee, the Committee on Economic Development. Following their consideration, both committees approved the Government Action Programme.

The Association’s view. Most of the Programme’s tasks are declarative in nature. For example:

1. Ministry of Energy. Task 2.1. Ensure the establishment of strategic natural gas reserves (2026). But in what quantity? At least approximately, to ensure a stable autumn-winter period in 2026–2027. Or is this already classified information?
2. Ministry of Economy and Environment. Task 5.3. Improve the waste management system (2026–2027). That is all! No specifics whatsoever! This means that regardless of what is actually done in terms of the collection, transportation, processing, reuse, storage, disposal or accounting of any type of waste (solid, liquid or gaseous), it could all be presented as an “improvement” of the system.

As regards subsoil use, the Programme refers only to minerals of strategic importance.
