How Much Funding Does Ukraine Need for Post-War Recovery
Ukraine will require at least USD 800 billion over a 10-year period for post-war recovery, including the restoration of economic growth and prosperity. This estimate is set out in the Ukraine Prosperity Plan (Roadmap to Prosperity)—a joint initiative of Ukraine, the United States, the European Union, and the G7 countries aimed at Ukraine’s post-war reconstruction and long-term economic development.
This was discussed on 3 January 2026 during a meeting between the leadership of the Government of Ukraine and national security advisers from 15 partner countries, as well as representatives of the European Council, the European Commission, and NATO, at which the Ukraine Prosperity Plan was formally presented.
Going forward, the structure of this financing must be elaborated in detail, including the balance between non-repayable grants, loans, and private investment.
From the Association’s perspective, it is clear that these figures reflect the current situation. Should the war continue, the financial requirements for post-war recovery will inevitably continue to increase.
Is this not why almost nothing is now being said about the Ukraine Recovery Plan that was presented at the Ukraine Recovery Conference, held on 4–5 July 2022 in Lugano, Switzerland?
