In the Legislative and Executive Authorities

● The Committee of the Verkhovna Rada of Ukraine on Transport and Infrastructure was scheduled to consider proposals and amendments for the second reading of the draft Law “On the Safety and Interoperability of Railway Transport of Ukraine” (Reg. No. 14174 dated October 31, 2025) at its meeting on April 28, 2026.
However, due to disagreements regarding procedural decisions, a recess was announced and the Committee’s meeting on this issue was postponed until May 12, 2026.
The Association reminds that draft law No. 14174 was submitted by the Cabinet of Ministers of Ukraine and adopted as a basis by the Verkhovna Rada of Ukraine at its plenary session on December 17, 2025.

● By Resolution No. 535 dated April 29, 2026, “Certain Issues of the State Environmental Inspectorate,” the Cabinet of Ministers of Ukraine:

• established interregional territorial bodies of the State Environmental Inspectorate as public law legal entities by reorganizing its territorial and interregional territorial bodies through merger;
• approved the list of administrative-territorial units falling under the authority of the respective interregional territorial bodies of the State Environmental Inspectorate;
• determined that the territorial and interregional territorial bodies of the State Environmental Inspectorate undergoing reorganization shall continue to exercise their powers until such powers are transferred to the newly established interregional territorial bodies, while the newly established interregional territorial bodies shall become successors to the rights and obligations of the reorganized state environmental inspectorates.

According to this Resolution, the following were incorporated into:

• the State Environmental Inspectorate of the Western District — the State Environmental Inspectorates in Volyn, Zakarpattia, and Lviv regions;
• the State Environmental Inspectorate of the Northern District — the State Environmental Inspectorates in Chernihiv region and the Capital District;
• the State Environmental Inspectorate of the Northwestern District — the State Environmental Inspectorates in Ternopil region and the Carpathian District;
• the State Environmental Inspectorate of the Podilsk District — the State Environmental Inspectorates in Vinnytsia and Khmelnytskyi regions;
• the State Environmental Inspectorate of the Eastern District — the State Environmental Inspectorates in Donetsk, Luhansk, Sumy, and Kharkiv regions.

● The State Service of Ukraine for Geodesy, Cartography and Cadastre has developed a draft Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Methodology for Normative Monetary Valuation of Land Plots” and submitted it for approval to the State Regulatory Service of Ukraine.
The purpose of adopting this draft Resolution is to improve the methodological framework for normative monetary valuation of land in Ukraine, increase the objectivity of valuation results, simplify land valuation procedures, and facilitate the preparation of technical documentation for the normative monetary valuation of land plots.
The Association reminds that the Methodology for Normative Monetary Valuation of Land Plots was approved by Resolution No. 1147 of the Cabinet of Ministers of Ukraine dated November 3, 2021.
