In the legislative and executive authorities

● At its plenary session on December 18, 2024, the Verkhovna Rada of Ukraine adopted the Draft Law “On Amendments to the National Program for the Development of the Mineral Resource Base of Ukraine for the Period up to 2030” submitted by the Cabinet of Ministers of Ukraine in order to update the National Program for the Development of the Mineral Resource Base of Ukraine for the Period up to 2030, approved by the Law of Ukraine No. 3268-VI dated April 21, 2011 (Reg. No. 6227 dated October 27, 2021).

The draft act provides for: concentration of geological exploration works on priority areas of development of the mineral resource base; concentration of state funding for subsoil exploration exclusively on prospecting and exploration and evaluation works to identify investment-attractive objects. Further exploration of mineral deposits will not be funded by the state budget and should be financed by subsoil users on the basis of investment risk. For its part, the state ensures the creation of the necessary transparent and stable regulatory conditions for subsoil users to increase mineral reserves and their further extraction.

The state retains the right to conduct regional studies of the territory of Ukraine aimed at expanding the mineral resource base, including the completion of geological mapping under the State Geocarta-200 program, hydrogeological and environmental geological works, and the maintenance of state balances and mineral cadastres, monitoring the state of the resource base, subsoil users’ activities, etc.

● The State Service of Geology and Subsoil of Ukraine, by its Order No. 592 of December 18, 2024, approved the Indicative Plan for Public Consultations for 2025, which contains a total of 12 points, of which 8 points are consultations on drafts of specific regulatory acts (one draft Law of Ukraine, four draft resolutions of the Cabinet of Ministers of Ukraine, three draft orders of the Ministry of Environmental Protection and Natural Resources of Ukraine).
