By Decree No. 478/2025 dated July 14, 2025, the President of Ukraine extended the period of martial law in Ukraine for 90 days starting from August 7, 2025, until November 4, 2025, inclusive. The President also submitted to the Verkhovna Rada of Ukraine the draft Law “On Approval of the Decree of the President of Ukraine ‘On Extension of the Period of Martial Law in Ukraine'” (Reg. No. 13471 dated July 14, 2025).
This Decree shall enter into force simultaneously with the enactment of the Law of Ukraine “On Approval of the Decree of the President of Ukraine ‘On Extension of the Period of Martial Law in Ukraine.'”

Members of Parliament R. Stefanchuk, O. Korniyenko, H. Tretiakova, and others (more than 120 MPs in total) registered in the Verkhovna Rada of Ukraine the draft Law “On Amendments to Certain Legislative Acts of Ukraine Regarding the Regulation of Subsistence Minimum Formation and the Creation of Preconditions for Its Increase” (Reg. No. 13469 dated July 11, 2025).

The draft law aims to eliminate shortcomings in current legislation related to the use of the subsistence minimum as a technical indicator for determining the amount of fines, fees, and administrative and court payments. It proposes to discontinue the use of the subsistence minimum as a base value for calculating fines and fees.
Instead, the introduction of a special penalty rate and administrative fee rate is proposed, which would be used to determine the amounts of such payments and be established in the draft Law on the State Budget of Ukraine for the corresponding year.

The draft law provides for amendments to a number of key legislative acts of Ukraine, in particular:
– the Commercial Procedural Code of Ukraine,
– the Civil Procedural Code of Ukraine,
– the Code of Administrative Proceedings of Ukraine,
as well as the laws of Ukraine regulating:
– the state registration of legal entities and individual entrepreneurs,
– the registration of property rights to immovable property,
– the maintenance of the State Land Cadastre,
– the provision of administrative services, and
– the functioning of the Unified State Demographic Register.

The Law is expected to enter into force on January 1, 2026. The Cabinet of Ministers of Ukraine shall ensure the calculation and establishment of the penalty rate and administrative fee rate in the draft Law on the State Budget of Ukraine for 2026, at a level not less than UAH 3,028.
