● In the Verkhovna Rada of Ukraine
Members of Parliament O.V. Movchan, D.A. Natalukha, A.V. Motovylovets, along with 18 other MPs (a total of 21), have submitted to the Verkhovna Rada of Ukraine a draft Law “On Property Valuation” (Reg. No. 13435 dated 27 June 2025). The proposed legislation establishes unified grounds, principles, methods, and procedures for conducting property valuation and professional valuation activities in Ukraine in line with modern global economic trends.

The draft law defines the rules for valuing property located within the territory of Ukraine that belongs to individuals and/or legal entities, as well as property located outside of Ukraine that is owned by Ukrainian citizens, foreign nationals, and/or stateless persons who permanently reside in Ukraine, and/or legal entities registered in Ukraine. Additionally, the law sets out rules for determining the amount of losses/damages, including those caused by damage to, destruction of, or loss of property as a result of armed conflict.

● The Cabinet of Ministers of Ukraine

  1. By Order No. 625-r dated 25 June 2025, the Cabinet of Ministers approved the Strategy for Reforming the System of State Environmental Supervision (Control) in the areas of environmental protection, rational use, reproduction, and preservation of natural resources through 2029, and approved the operational action plan for its implementation for 2025–2027. Key components of the Strategy include:
    – Elimination of overlapping functions of environmental supervision among different government bodies, as well as preventing the same authority from performing both permitting and oversight functions;
    – Introduction of the principles of proportionality and inevitability of liability for environmental harm – not only paying fines but also ensuring environmental remediation;
    -Transformation of the current State Environmental Inspectorate of Ukraine in accordance with eco-resource and eco-technogenic principles;
    -Strengthening the material and technical base of the sector, particularly through the establishment of modern measurement laboratories;
    -Creation of a 24/7 rapid response service within the environmental control authorities.
  2. By Resolution No. 774 dated 27 June 2025, the Cabinet of Ministers approved the Budget Declaration for 2026–2028.
    This document outlines the key parameters and benchmarks for medium-term budget policy and serves as the basis for drafting the State Budget for 2026. It includes overall revenue and financing indicators, expenditure limits for the state budget, the minimum wage, subsistence minimum, and other public policy objectives. The Budget Declaration provides for two possible development scenarios for Ukraine starting in 2026. The first scenario anticipates a potential improvement in the security situation, based on macroeconomic and social development forecasts from the Ministry of Economy. At the same time, the document also includes a second scenario — the continuation of full-scale aggression by the Russian Federation against Ukraine. Under this scenario, defense and security expenditures for the following year will be no less than in 2025 (taking into account amendments to the State Budget). The choice between the two scenarios will be made during the drafting of the State Budget for 2026.
  3. The Cabinet of Ministers submitted to the Verkhovna Rada of Ukraine the draft Law “On Amendments to the Law of Ukraine ‘On Accounting and Financial Reporting in Ukraine’ Regarding the Introduction of Sustainability Reporting” (Reg. No. 13425 dated 26 June 2025).
    The draft law aims to harmonize national legislation in the field of accounting and financial reporting with the requirements of European legislation.
