Information from the Ministry of Economy of Ukraine
In accordance with the Decree of the President of Ukraine dated July 23, 2025, No. 544/2025 “On Measures to Reduce Bureaucratic Procedures and Conduct a Current Audit of Public Expenditures,” the Cabinet of Ministers of Ukraine was tasked, among other things, with analyzing the institutional and functional capacity of state authorities and taking measures to eliminate duplication of powers and ensure more efficient use of human and budgetary resources.
In fulfillment of this поручення, the Ministry of Economy, Environment and Agriculture of Ukraine conducted an analysis of the entire system of central executive authorities — 70 central executive bodies (CEBs). In 36 of them, more than 1,000 territorial bodies of various types are operating, where over 90% of personnel and the corresponding budget expenditures are concentrated. The analysis identified real opportunities for optimization: through reducing the number of territorial bodies, eliminating duplication of back-office functions, and improving the efficiency of management of state-owned assets.
The task of the Ministry of Economy of Ukraine is to find solutions that ensure better coordination, improved governance of central executive bodies, and a more integrated approach to public administration.
At the same time, work is underway to establish a single entry point for businesses to obtain permits and administrative services. This is part of a broader deregulation effort — reducing bureaucratic burden, simplifying procedures, and creating a predictable environment for investment.
The Ministry of Economy of Ukraine also draws attention to the fact that information circulating on certain resources and social media pages regarding allegedly already adopted decisions or defined models of reorganization has no official status (according to the Association — this refers to information about the alleged liquidation of the State Service of Geology and Subsoil and the State Agency of Water Resources, with their functions to be assigned to a newly created State Agency for Natural Resources Management, formed through the renaming of the State Service for Geodesy, Cartography and Cadastre).
As of today, no final decisions have been made; the above-mentioned initiatives are at the stage of analysis and consultations. The interpretations that have been disseminated are not grounds for the practical implementation of any managerial decisions by the Ministry of Economy of Ukraine.

Whether another reorganization of central executive authorities will take place remains to be seen. However, as the saying goes, there is no smoke without fire.
