Law No. 4839-IX has entered into force

On May 3, 2026, the Law of Ukraine No. 4839-IX “On Amendments to Certain Laws of Ukraine on Improving State Market Surveillance and the System of Technical Regulation in Accordance with European Union Law” (reg. No. 12426 dated January 20, 2025) entered into force (with certain exceptions). The Law enhances the effectiveness of control over product quality and safety, strengthens liability for violations of standards, and harmonizes rules with EU regulations.

This Law is part of the preparation for concluding the Agreement on Conformity Assessment and Acceptance of Industrial Products, which is an important step toward Ukraine’s integration into the European Union single market.

For businesses, the Law creates a level playing field for competition and provides additional opportunities to access European markets.

It is expected that the implementation of the Law will create the conditions for the free circulation of Ukrainian goods within the European Union and increase trust in the national quality control system.

This act introduces amendments to the Laws of Ukraine:

• “On State Market Surveillance and Control of Non-Food Products”
• “On General Product Safety”
• “On Technical Regulations and Conformity Assessment”
• “On the Making Available on the Market of Construction Products”
