Law of Ukraine No. 4017-IX ‘On Amendments to Certain Legislative Acts of Ukraine in Connection with Adoption of the Law of Ukraine “On Administrative Procedure” entered into force

On 15 November 2024, the Law of Ukraine No. 4017-IX dated 10 October 2024 ‘On Amendments to Certain Legislative Acts of Ukraine in Connection with the Adoption of the Law of Ukraine “On Administrative Procedure” came into force.

These amendments will consolidate the provisions of 196 legislative acts of Ukraine (the Subsoil Code, the Land Code, the Laws ‘On Environmental Protection’, ‘On Labour Protection’, ‘On the Permitting System in the Field of Economic Activity’, ‘On the Basic Principles of State Supervision (Control) in the Field of Economic Activity’, etc.) regulating various administrative procedures, from obtaining permits and licences to inspections by regulatory authorities.

The Law provides for the reduction of duplicative rules and special procedures (exceptions), as well as their unification. This is expected to increase the efficiency of the legal dialogue between the state, business and citizens.

In addition, the proposed amendments will help bring Ukrainian legislation closer to the requirements and standards of the European Union regarding the right to good administration, the validity of administrative decisions and realistic ways to protect the rights and interests of business.
