On the International Ukraine Recovery Conference
On July 10–11, 2025, the International Ukraine Recovery Conference (URC 2025) took place in the Italian capital. During the event, the Ministry of Economy of Ukraine presented the concept of Ukraine’s Industrial Strategy. The core objective of the strategy is to restore and develop a competitive, inclusive, and sustainable industrial sector as a foundation for economic growth and strategic autonomy.
The strategy also addresses the key challenges faced by Ukraine’s industry, including destruction caused by the war, historically high carbon intensity of the economy, low levels of technological complexity and innovation, reliance on a raw-materials-based model, and low productivity in state-owned enterprises.
At the same time, the document outlines considerable opportunities for growth. The priority sectors identified include mechanical engineering, infrastructure and construction, IT and digital industries, defense and dual-use technologies, metallurgy (including green metallurgy), energy, and agro-processing.
The strategy is expected to be finalized by the end of 2025, with implementation planned for the period 2026–2030. The Ministry of Economy is developing the document in collaboration with the World Bank, the Organisation for Economic Co-operation and Development (OECD), the United Nations Industrial Development Organization (UNIDO), and the Kyiv School of Economics.
