Regarding the Moratorium on Business Inspections

On July 20, 2025, Prime Minister of Ukraine Yulia Svyrydenko stated on her official Facebook page:

“The Government, together with law enforcement agencies and under the coordination of the National Security and Defense Council, is preparing a decision that will provide more freedom to businesses.

A one-year moratorium on inspections is planned. This matter has already been discussed with President Volodymyr Zelenskyy — his instruction is clear: to provide greater freedom to domestic economic forces. This also implies continued efforts to bring the economy out of the shadows, as well as ensuring equal conditions that are favorable to legitimate businesses.

We have also initiated an audit of criminal cases against businesses. The priority is to close groundless proceedings that obstruct entrepreneurial activity. New cases will only be authorized by the Prosecutor General or by heads of regional and district-level prosecutor’s offices.

At the same time, inspections by the tax and customs authorities will be restricted. We will also strengthen control over the legality of investigative actions. Inspections will be conducted only in high-risk sectors, while law-abiding enterprises will receive protection.

We are ready to initiate legislative amendments to enhance the protection of businesses, reform supervisory practices, and ensure the fair use of confiscated assets of the Russian Federation.”
