State Regulatory Service of Ukraine Launches Data Collection for Further Deregulatory Reforms

The State Regulatory Service of Ukraine (SRS) has initiated the collection of analytical information and proposals for further reforms as part of the implementation of the National Security and Defense Council of Ukraine’s Decision dated July 21, 2025, “On the Introduction of Legal and Organizational Measures to Establish a Moratorium on Unjustified Inspections and Interference by State Authorities in Business Operations and to Stimulate Economic Growth in Ukraine,” enacted by Presidential Decree No. 538/2025 of July 21, 2025.

The implementation plan for this Decision includes the assessment and revision of regulatory tools that may impose excessive bureaucratic burdens on businesses.

The SRS invites business entities to provide their input on the following issues:

  • the existence of excessive regulatory instruments (e.g. licenses, permits, certificates, approvals, etc.);
  • the possibility or necessity of replacing licenses/permits with declarations.

Proposals should be submitted by August 6, 2025, to the following email address: inform@drs.gov.ua, using the appropriate forms available on the SRS website in the “Important” section (posted on July 30, 2025).
