The Association Addressed the Prime Minister of Ukraine
The transportation of non-metallic construction materials (hereinafter referred to as the “products”) to end consumers is carried out both by rail and by road transport. At the same time, road transportation of the products is performed predominantly via public roads of national importance.
However, the routes used by trucks transporting the products from quarries to national roads mostly pass through sections of local public roads subject to the restrictions established in Clause 22.5 of the Traffic Rules approved by Resolution No. 1306 of the Cabinet of Ministers of Ukraine dated 10 October 2001, which set the maximum permissible gross vehicle weight for local roads at 24 tonnes.
Compliance with these weight restrictions significantly reduces the volume of products that may be loaded onto a single truck (only 8–10 tonnes instead of the possible 20–24 tonnes), resulting in a substantial increase in logistics costs per tonne of transported products for end consumers, including enterprises of the public sector.
Furthermore, the economic feasibility of operating trucks with a gross weight exceeding 24 tonnes on local public roads is called into question, while the need to involve additional vehicles leads to increased traffic intensity and higher emissions of pollutants into the atmosphere.
At the same time, Clause 22.5 of the Traffic Rules also stipulates that: “On sections of local public roads where road conditions allow movement with higher gross vehicle weight and axle load, the road owners or authorities responsible for the maintenance of such roads may, subject to approval by the authorized подразделение of the National Police, install road signs 3.15 and 3.16 with parameters established for public roads of national importance.”
Accordingly, the Traffic Rules allow for the possibility of applying to certain sections of local roads the same weight restrictions as those established for roads of national importance.
Local public roads are state-owned and administered by the relevant structural subdivisions of the regional military administrations (RMAs).
During a meeting on road repairs held on 5 May 2026, Prime Minister of Ukraine Yuliia Svyrydenko stated that “an approach to co-financing local road repairs together with communities and RMAs is also being coordinated. The Ministry for Development will prepare the necessary amendments for the Government following discussions.”

Certain member companies of the Association have expressed their willingness to participate in financing repair works on sections of local roads of interest to them. However, the absence of clear criteria and regulatory provisions governing such cooperation significantly affects the final resolution of this issue.
Therefore, the Association addressed Prime Minister of Ukraine Yuliia Svyrydenko with a request to instruct the Ministry for Communities and Territories Development of Ukraine, the National Police of Ukraine, the State Service of Ukraine for Transport Safety, and the military administrations of relevant regions to consider establishing legal grounds and regulating the procedure for increasing the weight limit up to 40 tonnes on sections of local roads (from the exits of crushed stone enterprises to public roads of national importance) through the installation of appropriate road signs with parameters established for public roads of national importance.
